As a property owner who holds title through a trust for estate planning purposes, this amendment threatens to devalue my property significantly and may constitute an unconstitutional taking. The NUC adds substantial value to my property by allowing its continued use as a vacation rental. Eliminating this certificate upon sale would not only reduce the property's market value but also disrupt my estate planning arrangements. This action effectively seizes property value without just compensation, which could be seen as a violation of constitutionally protected property rights. Moreover, the use of trusts and similar entities for property ownership is a common and prudent practice for managing assets and ensuring financial security for one's family. Penalizing these ownership structures places an undue burden on property owners who have acted responsibly and in good faith.
