Aloha Councilmembers,
As a homeowner next to an active hosted vacation rental, I am very much in support of bill 121. I have
owned my home since 2013 and have seen three direct neighbor housing units convert from long-term
to short-term in that time. I support bill 121's efforts to create more long-term housing units and
attempt to maintain peace and quiet in our neighborhoods.
However,there was recent discussion of additions to this bill that concern me greatly. While not in this
draft, I understand it was suggested to only allow individuals to own one TAR unit and to also restrict
ownership type on TARs. That seem like serious overreach and an unnecessary addition that would
cause many lawsuits. I am glad to not see that in this current draft and I strongly encourage you to keep
those pieces out of any future drafts as well.
A final concern relates to Section 25-4-16.25(c)which conflicts with recently passed bill 174 which was
intended to clarify that long-term rentals on ANY portion of the homeowner's property—even in
separate dwellings-do not change the Homeowner tax class. This section should be removed so that it
does not conflict with bill 174.
