Tourism is the economic engine for Hawaii and this bill will"Bite the hands that feed Hawaii." This bill will have far-reaching negative economic consequences for the entire local community. Specifically,when my non-conforming STVR (NUC) is rented, I pay GET and TAT(taxes), my guests spend significant amounts of money at restaurants, shops, grocery stores, coffee farms,with tour operators, rental cars and more. These guests help EMPLOY the residents of Hawaii County. My home requires significant investment to maintain and this puts money into the pockets of local businesses- housecleaners, handymen,AC technicians, plumbers, home repair shops, appliance shops,window washers, landscapers, pool maintenance companies, pest management, property management, photographers, and more. My home would not be used for workforce housing as it is a waterfront home above the median price for workforce housing. It does, however, allow large families to travel&stay together on the Big Island to enjoy the beauty and culture. Further, Hawaii County charges me significantly more in property taxes that FUNDS CRITICAL SERVICES for Hawaii County residents. Should I sell and the property becomes a single family residence,these extra funds will not be collected. Given that new NUCs have not been issued since 2019,this bill is unnecessary for those of us legally following the current law and rules. Hawaii County should pursue eliminating the illegal Airbnb/VRBO vacation rentals that likely don't pay GET or TAT or follow the rules, don't employ a local property management firm, etc.These homes would free up housing for the workforce&will better provide for their needs and price point. Please make the right decision and OPPOSE: 1. Phasing out of Non-Conforming Use Certificates (NUCs) upon sale or transfer.This is unnecessary and punitive to those of us following the law, and making a positive contribution to the local economy,which employes locals. 2.Ambiguous Good Neighbor Standards until/unless you can document the: a) protections that would be in place to prevent false or repeated complaints comm. �` O3 b)clarify what these new standards are and how they will be enforced Ref.
