Our family has continuously owned property on the big island for nearly 30 years.As a homeowner who has diligently followed all regulations and invested significant time and resources into my property, I fear that these changes will have a devastating impact on my livelihood and future. The specific provision that alarms me is the expiration of Nonconforming Use Certificates (NUCs) upon the sale of a property.When we purchased our home, I did so with the understanding that the NUC was a valuable and transferable asset. It was a cornerstone of my investment, one that I hoped would secure my family's financial stability for years to come. This amendment threatens will strip away a significant portion of my property's value, effectively penalizing me for decisions made in good faith under the existing laws. The potential devaluation of our property is not just a number on paper; it represents years of hard work, sacrifices, and dreams for the future. It could mean the difference between being able to retire comfortably or facing financial uncertainty. Moreover, the abrupt nature of these changes,with the ordinance becoming effective "upon approval," leaves me with little to no time to adjust or plan accordingly. I implore you to consider the real-life implications these amendments will have on families like mine.The proposed changes feel like a betrayal of trust between the county and its citizens. I respectfully ask that you reconsider this provision and allow for a more equitable solution that protects both the community's interests and individual property rights.
