I appreciate the care and diligence taken by citizens and our legislators. The bill and amendments, both active and withdrawn,have pushed and pulled this bill into the shape it currently holds. Lest we forget,I want to refocus on the intent of Bill 121: • to create a path for registering Hosted TARs on Hawaii Island • to provide better data for enforcing Bill 108—eliminating illegal,unregistered TARs • to cap the creation of new TARs in favor of creating more local housing Since the inception of Bill 108 in 2018 a path for law abiding owners of Unhosted TARs has successfully provided transparency and reporting from operators of TARs and TARs with NUC. Unfortunately, Bill 108 has not provided for enforcement of illegal,unregistered TARs,both Unhosted and Hosted. As a resident and small business owner I care about how our community hosts visitors and how we care for locals. As a voice for the fewer than 1,000 Unhosted TARs with NUCs,I say,please recognize the good that these few NUCs do for the community. • They create good paying jobs • Jobs that are close to where residents live • TAR NUC properties are well cared for • NUCs strictly abide by Bill 108 rules • Fines and elimination of NUC licenses exist for repeat offenders of the Bill 108 rules I ask that Bill 108 be adhered to and enforced. Especially that the owners of NUCs created through Bill 108 retain the TAR use upon sale. As Bill 108 states:Registration shall automatically continue,subject to termination by the new owner. Please consider these questions when continuing to hammer away at Bill 121: • How does Bill 121 create the ability of the County to enforce Bill 108? • How do proposed Amendments from the now removed October 2,2024,alter the bill beyond recognition from the current form and deviate from the intent? • Does this bill do anything to create housing for residents? • Does the bill kill jobs under the false perception that fewer than 1,000 active NUCs are destroying our local housing inventory? Please continue to listen to voices in the community who cherish this small industry that gives residents a very small piece of the tourist economy pie.
