It is still way too complex for most lay people. In discussions with my neighbors, many will not be able to fulfill this bill's requirements or are afraid of possible penalties. For example, the on street parking issue- If my guest parks in a legal on street parking space and a neighbor complains, I could be fined $2500, $5000 or $10,000 with no reset. Is this reasonable? The economic impacts of loss of income for my household will be devastating. I am retired and need the additional income to support the care and maintenance of my home (primary residence). So many local businesses are suffering right now (think about the parking issues in Kona Village district) and loss of the tourism dollars local vacation rentals bring to local businesses in my area will be an additional blow to locals on many levels. An economic impact study should be completed before any bill of this complexity is passed. I support a reasonable registration'for TAR's but this bill is a solution in search of a problem and a waste of council and taxpayers time and resources.
