Aloha, County Council,
Regarding Bill 121, the language in the Amendment that would phase out NCU ;., , M ,
certificates upon property sale...is unfair. _ -¢

I have complied with the onerous application process, the NCU certificate regulation, and
also renewed my certificate annually. I have fully complied with the original Bill.
The amendment would be taking away property rights that were granted just 5 years
ago. The NCU certificate rights have enforcement measures already built in: I could lose
the certificate if I am not in compliance.
If I am operating in good faith under the provisions of the original Bill 121 from 2018,
which says that a NCU certificate continues at the discretion of the property owner, to
lose that continuity would result in a loss of value to me.
I have been acting in good faith for these 5 years, remaining in compliance with the
original Bill, understanding that the property retains the NCU certificate. Don't let the
Amendment language find its way into the Bill 121 revision.
