Subject: Amendment to Bill no. 121
I am writing to you regarding an amendment to Bill No. 121 that tie
council members will be voting for this Friday, November 8,2024. Co _
We own a house in Kailua-Kona that we bought seven years ago. We do
have a Non-conforming Transient Occupation Permit to rent the house out
as Short-term Rental. We pay taxes and follow all the regulations. We
invested in the house in Kailua-Kona because we can have income to offset
our expenses. We also love the area and the Big Island, and we hope to live
on the Big Island full time in the future. But at this time, we cannot afford
to do so. We need the income from the house to be able to afford to keep
the house and live there in the future.
I understand that you want to increase long-term rentals for the residents,
however there are many types of properties and locations that will not be
suitable or affordable for many residents. By prohibiting all properties
outside resort areas from Short-term Rental, it will' not help increase long-
term rentals for the residents. It will actually decrease tourism, economy,
and jobs on the Big Island. Tourism is the main source of income/industry
for the Big Island. If this amendment passes, it will definitely affect most
businesses on the Big Island and decrease jobs and income for all. This
amendment will affect not only us as homeowner, but all jobs related to
tourism, tour companies, guides, souvenir shops, restaurants, maid
services, handyman, pool services etc., Property Rental Managements, Real
Estate (lot of buyers invest in properties that they can get Short-term
Rental for income). Not all service people work for hotels or work in resort
areas. Many of them are independent contractors and work with property
owners and property management in other areas. They will lose their jobs
for sure if this amendment passes.
I urge you to reconsider and think about the terrible impact that will affect
many lives on the Big Island and the long term affect it will have on the
island. This amendment will not solve all the long-term rentals issue since
many properties will not become long terms rental. Many of the properties
are not suitable or affordable for long-term rental. Many residents who will

lose their jobs due to this prohibition will not be able to pay their rent.
There will be less jobs for certain. Many homeowners will sell their houses
because they will not have income and will not be able to keep their
house. They will take their investment somewhere else.
I hope you will look at the bigger picture and the long-term effect that this
amendment will have on all lives on the Big Island. Mahalo.
