Goals: Provide services that enhance the STATE's substance use disorder prevention
system under the Strategic Prevention Framework -Partnerships for Success Grant ("SPF-PFS Grant").
In addition, build the capacity to enhance a substance use disorder ("SUD") prevention system at the
County and State levels to address underage drinking and substance mis-use. The goal is to prevent the
severity and disabling effects related to Alcohol, Tobacco, and Other Drugs ("ATOD") use by assuring
an effective, accessible, sustained public and private community -based system of prevention services
designed to empower individuals and communities to make health enhancing choices regarding the use
of alcohol and other drugs.

Objectives: Begin at the Planning step of the Strategic PreventionFramework ("SPF").
Coordinate a Substance Abuse Awareness Resource Fair for Hawaii County Stakeholders. Offer and
coordinate various trainings to build capacity in substance abuse prevention.
Outcomes or Results: The Office of the Prosecuting Attorney Crime Prevention Unit (CPU), with
funding from the Hawaii Department of Health Alcohol and Drug Abuse Division (ADAD), was able to
implement capacity building in the area of Substance Abuse Prevention througout the County of
Hawai'i. CPU has been able to facilitate and collaborate various events in Hawai'i County. The CPU
has coordinated the "It Takes a Village" Crime and Substance Abuse Prevention Networking and
Resource Fair for both East and West Hawaii. This fair was limited to service providers and allowed
time for face-to-face networking and education. Over the year two fairs were held in East Hawai'i with
a combined total of over 220 participants attending, representing over 37 organizations. West Hawai'i
hosted one fair during the fiscal year with 24 organizations and over 60 in attendance. Other events
include supporting DARE Day hosted by the Hawaii Police and Fire Departments. Over 600 students
from five East Hawai'i middles schools were in attendance. The Crime Prevention Unit coordinated and
facilitated trainings and provided educational opportunities for law enforcement officers, prosecutors,
victim service providers, social services, judiciary staff, youth, and youth service providers. Community
stakeholders were able to attend mainland conferences and trainings, to include the National Prevention
Network and the National Emerging Drug Trends Conference. Networking at this conference resulted
in coordination by our office of 4 island -wide training sessions focusing on the Truth about Youth and
Social Media. Over 500 youth and 170 community members were able to attend the training in person.
In addition, Na Leo TV was able to record the presentation and has it available on demand for viewing
via their website. CPU was also able to implement the SPF Application for Prevetnion Training as
required by ADAD. This annual training was suspended for some years due to COVID and lack of
updated materials. With. ADAD funding, CPU was also able to air radio ads with positive messaging,
create social media, and support other substance abuse prevnetion efforts in our community.
