Goals: By implementing a Traffic Safety Grant, the County of Hawaii - Office of the
Prosecuting Attorney seeks to increase effectiveness of prosecution by accomplishing the following
goals designed to reduce the number of impaired driving fatalities in Hawaii County from 12 in 2023 to
11 (8%) by December 31, 2025. Ensure that 100% of Hawaii County deputy prosecutors that prosecute
traffic -related cases are provided with current information regarding nation-wide issues, trends, and
standard practices with regards to prosecution of impaired drivers. Host and participate in a Hawai'i
State Wide DOT training to include, deputy prosecuting attorneys, investigators, police officers, and
other law enforcement partners, and two (2) TSRP speakers/trainers to improve efforts to combat
impaired driving by September 30, 2024. Comm. No. 10 Z. 1 T

Objectives: With assistance from support staff at the County of Hawai'i - Office of the
Prosecuting Attorney, the TSRP will participate in all in -state and out-of-state conferences, trainings and
meetings related to impaired driving that are held during Federal Fiscal Year 2024 and will impart
information (nationwide issues, trends, practices) to personnel involved with prosecution of impaired
drivers. For in -state trainings and meetings - ensure that 100% of Hawai'i County depurty prosecutors
that prosecure traffic -related cases are provided with current information regarding nation-wide issues,
trends, and practices with regards to prosecution of impaired drivers. For out-of-state conferences -
opportunity to develop skills and methods necessary for deputy prosecutos to convict charges of
homicide, OVUII (operating a vehicle under the influence of an intoxicant), and other traffic offenses.
In addition, police officers to complete an effective investigation, collection of evidence, and courtroom
preparation. Lastly, train police and prosecutors on effective trial techniques in impaired driving cases.
Outcomes or Results: Provided in service training and participated in the administration of the SFST
and wetlab for the 98th HPD recruit class in November and attended Traffic Commander meeting in
December. Also, Staff/TRSP started preparations for Statewide DOT training focusing on impaired
driving enforcement and prosecution. In January, provided in-service training for the 99th HPD recruit
case regarding traffic related crimes. TSRP attended the Traffic Commanders meeting in April and
attended TSRP conference in Michigan in May. Continued preparation for Statewide DOT training
focused on impaired driving enforcement and prosecution. Most importantly, Hawai'i County
Prosecutor's Office coordinated, attended and provided training at the Statewide DOT training focused
on impaired driving enforcement and prosecution in August. Also, provided in-service training to 991h
HPD recruit class and attended 2024 Hawaii State DAE in-service training in September on Oahu.
