YOU must reject Bill 181 | The Hawaii County Pi8DniOg O8p8rUnont is not authorized to unilaterally make
zoning nhuinan just because the Director thinks it is o good idea. The Planning Director is not God and
that is what this Bill is attempting to make him!
We atready have Community Development Ptans which shoutd be followed but are not. Who suggested
we put the power over our lives to an unetected official who answers to nobody? AWUE!!!
The Planning Department already approved 80,000 substandard tots in Puna District alone; yet we have
no adequate roads, no water, no eLectricity in many spots, and no celtuLar coverage either. What kind of
planning was that?
Zendo Kern is not Looking out for our best interests, he just accepted an Environmental Impact Statement
from Puna Geothermal. Ventures that does not even disclose the cumutative impacts of dozens of weLLs
circulating acidic effluents into an active voLcano. The EIS didn't disclose that the roads are not being
opened because the leaseholder is refusing to allow the road to expand, even though all our deeds have
a built-in 15-foot expansion for roadway. The EIS doesn't expLain that PGV can't make it's power quota
but one year out of 30, and is asking the PUC for a reduction in the amount of "firm reLiable power" to 30
MW, or actuaLly 26MW - because they can't find the resource after btowing up the rift zone in 2018. The
EIS doesn't discuss that puttingwater in an eruptingvolcano causes explosions underground and the
Emergency Response Pioniatokeep itthat vvay...
But PGV still want a new 35-year contract to frack and gas us and the Hawaii County Ptanning
Department is coot with that, even though it means HELCO has to keep an entire power plant at the
ready because anytime PGVcan fall. off the grid and itdoem!!| 21/2years this last dnno.... Months after
Hurricane Iselte. The most unreliabte power on the isLand butthe Ptanning Department thinks it is
pono—.
The Nanning Department has no experience in protectingthe land and is not interested in protectingthe
health and welfare of the Land or residents. This is a push to steal our island and it is
