A RESOLUTION AWARDING A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO ALA KAHAKAI TRAIL ASSOCIATION.
WHEREAS, Section 10-15 of the Charter of the County of Hawai‘i (hereinafter “Charter”) provides for a Public Access, Open Space, and Natural Resources Preservation Fund (hereinafter
“Preservation Fund”) to acquire lands and easements within the County for public outdoor recreation, education, the preservation of land and coastal areas, and the protection of natural
resources; and
WHEREAS, Section 10-16 of the Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) to be used in part
for a stewardship grant program, in which 501(c)(3) nonprofit organizations can apply for and receive grant-in-aid funding for stewardship projects directly related to public safety
maintenance and preservation of lands and easements acquired using the Preservation Fund; and
WHEREAS, Ala Kahakai Trail Association is a 501(c)(3) nonprofit organization whose mission is to support and guide a community-managed trail that honors those who came before and perpetuates
for those to follow with protocols and respect for Hawai‘i’s past, present, and future; and
WHEREAS, Ala Kahakai Trail Association applied for a Maintenance Fund stewardship grant to maintain a healthy stewardship of the land identified by Tax Map Key Nos. (3) 9-5-011:001,
004, 005, 006, and 9-5-012:001, also known as Kaunāmano, which is situated in the district of Ka‘ū and for which a conservation easement was acquired using the Preservation Fund as
authorized by Resolution No. 351-14, Draft 2; and
WHEREAS, pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission, during its
meeting on September 11, 2023, recommended that this stewardship grant be awarded; and
WHEREAS, funds awarded by this stewardship grant will be used to develop a community resource managemant plan for the conservation, preservation, and protection of Kaunāmano, as required
by the conservation easement agreement between Ala Kahakai Trail Assocation and the County; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, in accordance with Section 10-16(h) of the Charter, a stewardship grant is hereby awarded to Ala Kahakai Trail Association
in the amount of $80,000 out of and from the Public Access, Open
Space, and Natural Resources Preservation Maintenance Fund and for the purposes hereinabove described.
BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized and directed to make necessary payments or expenditures in accordance with the terms of this resolution.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance.
