Appropriates revenues in the Federal Grants— Emergency Solutions Grants Program account($271,806); and appropriates the same to the Emergency Solutions Grants Program account($251,421) and Emergency Solutions Grants Program—Administration account($20,385). Seeks to add a portion of Kohala Mountain Road and a portion of Akoni Pule Highway as prohibited highways for.commercial bicycle tours.
