Your Committee on Finance, to which was referred Resolution No. 713-24, reports as follows:
Resolution No. 713-24, transmitted by Finance Director Diane Nakagawa via Communication
No. 1159, dated October 30, 2024, changes the time element of a half-time Recreation Technician II
position to full-time.
This resolution requests adjustment to full-time with the intent to reallocate the position to a position
that would increase public safety and reduce the County's liability.
Parks and Recreation Director Maurice Messina and Recreation Division Administrator Lindsey Iyo
were present in the Hilo Council Chambers for questions.
Ms. Iyo provided background on this measure.
Committee Member Jenn Kagiwada noted that the current half-time position listing did not have
specific certifications and asked Ms. Iyo if that would then mean that the full-time position would
have those certifications and additional training, to which Ms. Iyo confirmed.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 713-24, and
recommends its adoption.
