Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 224,
reports as follows:
Bill No. 224, transmitted by Mayor Mitchell D. Roth, via Communication No. 1147, dated
October 22, 2024, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) of the Hawaii County Code 1983 (2016 Edition, as Amended), by changing the District
Classification from Agricultural — 3 Acres (A-3a)to Single Family Residential — 15,000 square feet
(RS-15) at City of Hilo, South Hilo, Hawaii, covered by Tax Map Key: 2-4-080:017 (Applicant:
Andrew Matsuura) (Area: 3.25 acres).
The Windward Planning Commission forwards its favorable recommendation for this change of
zone request, which would allow the applicant to subdivide the property into six lots and one private
roadway lot. The property is located at 1078 Abe Street.
Planning Consultants Sidney Fuke and Daryn Arai, and the applicant, Andrew Matsuura, were
present. Mr. Fuke gave an overview of the project. Mr. Arai commented regarding approved
rezonings in the same area.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Bill No. 224, and recommends its passage on first reading.
