Subject: Oppose Bill 169, Kona Three LLC
Hi County Council
I write in opposition to Bill 169, regarding the Kona Three, LLC extension of their expired
application.
This land should be reserved in perpetuity for the community and for community safety. The
proposed development is in a floodplain, with the lower income homes to be at the bottom of the
runoff area. There are pre- and post -contact archaeologically and culturally significant artifacts on the
parcels.
This development would impact critical habitat for endangered animals.
This development would create more strain on the Kealakehe Wastewater Treatment Plant, which is
already dumping into nearshore waters. There is no flood water mitigation in the plan, as well, which
impacts everyone makai.
This extension is opposed by the County Cultural Resources Commission, the County Kona
Community Development Plan Action Committee, the Leeward Planning Commission, PCINC, the
Kona Soil and Water Conservation District, the Na Ala Hele Hawai'i Trail and Access Program, and
volunteer archaeologists who are not brought in by the developer.
Thank you for reviewing this testimony in opposition to Bill 169.
