Council Testimony
BILL 169, Draft 3, Kona Three LLC **VOTE NO***
Voicing our opinions and asking you to Oppose the 10-year time extension of BILL 196.
LARGE DEVELOPMENTS IN AREA (963)
As you are aware, Sunstone Kona (289), Paulani Makai (490) unit's are already approved for the
same immediate vicinity. With others like Keauhou Bay in the winds (184).
These days, alone they will add a minimum of 2 autos per unit/1900 more autos on our already taxed
roads like Queen K, Hualalai, Kuakini, King Kamehameha III.
Infrastructure has not been addressed for these units let alone adding Kona Vistas 450 units or
Naniloa 65 units.
FIX WHAT WE HAVE FIRST.
Kailua-Kona's roadways/sewer/wastewater/water/power/solar/transfer station, just the thought of the
volume of new garbage to be removed and processed at facilities. These facilities are in need of
revamping PRIOR to considering adding to their poor states. Illegal cesspools and septic tanks on the
island are not likely factored into the current treatment plants capabilities. How many rolling black
outs, or conserve water days/weeks because spare parts are not stocked or planned for.
TRAFFIC
The Kona crawl is currently for hours in the morning and evening, further traffic in the area would be
excruciating to those that must use it daily, the hard working class.

Developers for Bill 169 have already been given a ridiculous amount of time and they still have not
gotten their act together; the thought "if " they started the project the likelihood of it taking as long
and/or never being completed, investors pulling out, etc. seems probable; it would end up similar to
the deteriorating, contaminating eye sore like on Alii Drive.
OTHER
Egress, watershed on Queen K, historical Hawaiian sites, all the above issues and a long list of
more. Don't waste anymore of the council's time on this issue.
