A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PETFIX SPAY AND NEUTER TO SUPPORT A SPAY AND NEUTER CLINIC IN COUNCIL DISTRICT 4. WHEREAS, PETFIX Spay and Neuter is a 501(c)(3) nonprofit organization whose mission is to help reduce the overpopulation of cats and dogs throughout Hawaii County; and WHEREAS, PETFIX Spay and Neuter works to protect Hawai`i's communities and environment by providing safe and professional spay and neuter services on Hawaii Island at no cost to lower -income participants; and WHEREAS, PETFIX Spay and Neuter is requesting funds for veterinarian fees, medications, vaccines, and microchips for a spay and neuter clinic in Council District 4, operating January to June 2025; and WHEREAS, the Department of Research and Development supports this project that will help balance Hawaii Island's economic, social, community, and environmental well-being; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to PETFIX Spay and Neuter to support a spay and neuter clinic in Council District 4. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
