HomeMy WebLinkAboutRES 018 Draft 01 2024-2026A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIIAN VOLCANO EDUCATION AND RESILIENCE INSTITUTE TO SUPPORT THE DIGITAL RESILIENCE AGAINST DISASTERS FOR ISLAND COMMUNITIES TRAINING PROGRAM. WHEREAS, Hawaiian Volcano Education and Resilience Institute (HVERI) is a 501(c)(3) nonprofit organization whose mission is to improve disaster preparedness, response, and recovery through volcano education and resilience network building; and WHEREAS, the Digital Resilience Against Disasters for Island Communities training program is designed to increase resilience of Hawaiʻi Island communities by establishing an online islandwide network of Digital Resilience Hubs and deploying qualified, pre-trained volunteers to help facilitate communication and coordination during emergencies; and WHEREAS, the training program offers free trainings to safeguard community from digital threats with a specific focus on combating challenges posed by artificial intelligence; and WHEREAS, the program uses verified community-sourced information to provide reliable, actionable intelligence to the Hawaiʻi County Civil Defense Agency and other governmental agencies; and WHEREAS, HVERI is requesting funds to cover the costs of printed and digital materials for the Social Media Moderation in Disasters (SMMID) half-day training seminar and the two-week SMMID mentorship program, as well as materials and supplies for the SMMID Training Exercise and Disaster Simulation, certification printing and distribution, and necessary communication and coordination software; and WHEREAS, one of the goals of the Department of Research and Development is to support the development of a local economy that is diverse, stable, resilient and in balance with Hawaiʻi Island’s ecology, community character and cultural heritage. WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 5 will be appropriated to the Department of Research and Development to provide a grant to the Hawaiian Volcano Education and Resilience Institute to support the Digital Resilience Against Disaster for Island Communities training program. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $5,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $5,000      CREDITED TO:    010.161.5163.20 Department of Research and Development Business Development - R&D 115 Misc.
