HomeMy WebLinkAboutRES 023 Draft 01 2024-2026 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE 2024 HAWAI‘I ISLAND SAKADA DAY CELEBRATION. WHEREAS, on April 9, 2015, the Honorable Governor David Ige signed into law HB604, designating December 20th as Sakada Day, marking a long-awaited formal recognition of the invaluable contributions of the Filipino community across the State of Hawai‘i; and WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC), a 501(c)(3) nonprofit organization, supports the economic, cultural, and natural environment of Hawaiʻi Island through its sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, BIRCDC is collaborating with the Big Island Filipino Community Council and the Hawaiʻi Association of Filipino Educators to coordinate and host the Hawai‘i Island Sakada Day Celebration on Saturday, December 15, 2024 at the University of Hawai‘i at Hilo, an event that is free and open to the public; and WHEREAS, the Hawai‘i Island Sakada Day Celebration will honor, showcase, and commemorate the legacy and contribution of 125,000 sakadas – plantation workers of Filipino ancestry – who arrived in Hawai‘i between 1906-1946 to work on sugar and pineapple plantations, profoundly shaping the local economy, society, and culture; and WHEREAS, the celebration will pay special tribute to Mr. Rafael Taroma, the last remaining sakada, and honor the enduring legacy of all sakadas through exhibits of Filipino artifacts, traditional attire, arts and crafts, food booths, and cultural entertainment; and WHEREAS, BIRCDC is requesting funds for a reimbursement of expenses for food and beverages for the 2024 Hawai‘i Island Sakada Day Celebration; and WHEREAS, the Department of Research and Development supports the sustainability of our Hawaiʻi Island’s communities through community-based collaboration and capacity building services; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to BIRCDC to assist with the 2024 Hawai‘i Island Sakada Day Celebration. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $2,200       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $2,200      CREDITED TO:    010.161.5163.20 Department of Research and Development Business Development R&D 115 Misc. Contract Services (BIRCDC – 2024 Hawaiʻi Island Sakada Day Celebration) $2,200   BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
