The Hawaii Fire Department wishes to enter into an agreement with the U.S. Army
Garrison Pohakuloa Training Area Fire and Emergency Services. This agreement will
establish a framework for shared resources, response capabilities, and training
opportunities to enhance public safety and mitigate risks across both military and civilian
jurisdictions.

Hawai'i Fire Department requests approval to enter a Mutual Aid Agreement with the U.S. Army Garrison
Pohakuloa Training Area (PTA) Fire and Emergency Services (F&ES) to enable resource -sharing, joint
emergency response, and training opportunities for fire prevention and protection across designated areas.

This Mutual Aid Agreement formalizes a collaborative approach to fire prevention, emergency response, and
firefighter training between the U.S. Army Garrison Pohakuloa Training Area (PTA) and the Hawaii County
Fire Department. By establishing a framework for shared resources, response capabilities, and training
opportunities, this agreement supports a seamless integration of efforts to enhance public safety and
mitigate risks across both military and civilian jurisdictions. Aligned with the authority under Section 1856a,
Title 42 of the United States Code, this agreement secures mutual aid in fire prevention, life and property
protection, and specialized emergency services. Under its provisions:
The PTA Fire and Emergency Services (F&ES) will dispatch equipment and personnel to support Hawaii
County, with a primary focus area covering the critical Highway 200 corridor and surrounding Iocations.The
Army will consider responding beyond this area in cases when requested from the Hawaii Fire Department.
Hawaii County Fire Department resources will be dispatched to assist PTA areas of responsibility, including
the Keaukaha Military Reservation, Kawaihae Port Facility, and Kilauea Military Camp.
Provisions ensure that both parties maintain discretion in rendering assistance, with mutual understanding to
refrain from fees for services provided.
Communication protocols are in place to handle public information requests, respecting Department of
Defense policies and ensuring appropriate media coordination through each agency's designated public
information officer.
This agreement also facilitates joint training efforts, permitting personnel from both agencies to engage in
cross -training and facility usage on a space -available basis. These opportunities for skill development
strengthen interagency goIlaboration and ensure that responders are well -prepared for emergencies across
a wide range of scenarios, from structural fires to hazardous material containment.
By fostering an environment of reciprocal support and operational alignment, this agreement underscores a
shared commitment to public safety and professional excellence in fire and emergency services across
military and civilian communities.
