Dear Chairman Inaba and Members of the County Council,
It is my pleasure to submit for your confirmation the appointment of Wesley Segawa
("Mr. Segawa") as Director for the County of Hawaii Department of Environmental
Management pursuant to Section 6-10.3 of the Hawaii County Charter. This appointment was
effective at 12:00 noon on Monday, December 2, 2024.
Mr. Segawa established Wesley R. Segawa & Associates, Inc., in 1981 and Project
Management, Inc., in 1986. He has many years of experience dealing with governmental
engineering and construction management. Prior to this role, he served as an engineer for
Hawaiian Dredging and Construction Company.
Mr. Segawa will serve a term co-terminus with my tenure, which will end on December
4, 2028.
Pursuant to Rule 5(6)(a) of the Rules of Procedures and Organization of the Council of
the County of Hawaii, I respectfully request that this nomination be placed on the next available
Committee meeting.

Resume of Wesley Segawa
Employment History Wesley R. Segawa and Associates, Inc. / Project Management, Inc., Hilo, Hawaii:
(Partial) Mr. Segawa established Wesley R. Segawa & Associates in 1981 and Project
Management, Inc. in 1986. Today, both firms focus on residential, commercial,
industrial, land development, and governmental engineering and construction
management projects. He has diversified the firm's portfolio to include a myriad of
project experiences involving civil engineering, structural engineering, construction
management, construction surveillance, special inspections, and materials testing for
governmental and private sector clients throughout the State of Hawaii and the South
Pacific.
Hawaiian Dredging and Construction Company, Honolulu, Hawaii: Mr. Segawa
began his professional career with Hawaiian Dredging and Construction Company in
1975. He was assigned to the Company's Building Division and held positions as a
cost engineer and project engineer. During his tenure, his project experience on Oahu
included the construction of the 40-story Mott -Smith Laniloa Condominium, Waikiki
Shopping Plaza, 40-story lolani Court Plaza Condominium, and Punahou School
Athletic Facilities. In addition to his field experience, Mr. Segawa received training
and experience in the Company's competitive estimating department during the
reconstruction period of Guam following Typhoon Pamela.
R. Otani Contracting, Hilo, Hawaii: Mr. Segawa began his career in the 1960s
while in high school working as a laborer for his uncle constructing residential
cesspools and asphalt pavement driveways in the Districts of Hilo, Hamakua, and
Puna. His experience with cesspools included manual excavation with hand tools,
drilling and shooting (blasting), and removal of dense basalt and volcanic ash
excavations using a 55-gallon bucket and boom truck. He also became proficient with
operating smaller dump trucks, loader backhoes, and truck -mounted asphalt pavers
while constructing asphalt driveways on residential properties.

Additional Public 1990-1995 Malama Na Wahine Hapai (Caring for the Hilo, HI
Service Partnerships Chair Pregnant Woman) Advisory Committee
The Malama Na Wahine Hapai Community Prenatal Care program was developed as
the focus of a National Institutes of Health -funded research demonstration project led
by the Dean of Nursing at Emory University and native of the Big Island, Dyanne D.
Affonso, Ph.D., F.A.A.N. The research aimed to deliver prenatal care to rural
Hawaiian women living in the Hilo -Puna district of the Big Island and was expanded
to two additional sites on Oahu in 1995. This program was designed to complement
standard obstetrical care already available in each community and targeted Native
Hawaiian, Filipino, and Japanese women who were identified as being at higher risk
for delivering low-birthweight infants. Program mechanisms included the
establishment of a Neighborhood Women's Health Watch involving ethnic and
cultural healers or elders; use of "mobile health stations"; organization of prenatal and
postpartum services in collaboration with the State of Hawaii, Department of Health
Public Health nurses; and multiple community partnerships and local businesses.
In 1997,.the Office of Research on Women's Health at the National Institute of Health
(NIH) in Washington D.C. invited Mr. Segawa to present public testimony at an NIH
conference in Bethesda, Maryland, on the Recruitment and Retention of Women in
Clinical Studies and the Malama Na Wahine Hapai Project.
