This appointment was effective at 12:00 noon on Monday, December 2, 2024. Mr. Houma was a Program Planner III with the Office of Aging since 2016. Prior to that position, in 2009 he served as the Deputy Director of Parks & Recreation. From 2012 to 2016,he served as the Director of Parks & Recreation. Mr. Honma will serve a term co-terminus with my tenure, which will end on December 4, 2028. Pursuant to Rule 5(6)(a) of the Rules of Procedures and Organization of the Council of the County of Hawaii, I respectfully request that this nomination be placed on the next available Committee meeting. Clayton Honma Employment History December 2016— Present Program Planner 111 Office of Aging Oversee all contracts for services for the Office of Aging. Supervise 2 program Planner 11 positions who monitors the contractors to make sure they are in compliance with the grant standards. Puts out the RFI's and RFPs and Drafts and routes the contracts for execution throughout the county. December 2012— December 2016 Director Department of Parks and Recreation Oversaw the entire Department of Parks and Recreations for the County of Hawaii. In charge of a 26 million dollar budget, 7 divisions with 430-470 employees. Also in charge of the Capitol Improvement Budget, Beach Parks, Pavilion rentals, and county cemeteries island wide. Designed and built the Kalani Shutte Waimea District Park, Billy Kenoi Pahoa District Park, Ka'u Gymnasium. Renovated and improved the Hilo Drag Strip, Municipal Golf Course, all the Equestrian Centers and Rodeo Arenas, Waiakea Recreation Center, Panaewa Covered Play Court, Gilbert Kahele Mauna Kea Park, Reeds Bay Beach Park, Richardson's Ocean Center, and the Bay Front Trails. Expanded the Alae Cemetery and put in new playground system's island wide. February 2009— December 2012 Deputy Director Department of Parks and Recreation Assisted the Director in running the Department of Parks and Recreation. Reduced the budget by 10%in 2009 and organized a 2 day furlough a month for the year. Made cuts in the budget for equipment and supplies, froze hiring of new staff and reorganized Aquatics to meet reduction demands. Used inmate program and volunteer programs to help with grass maintenance at the Zoo and beach parks. Built up the friends of the park concept for additional help. September 2002— February 2009 Accounts Manager Bacon-Universal Company, Inc. Managed the purchasing and rental of equipment and parts for customers in the construction, agriculture,turf, and government industries. Advised and provided the equipment for their current and future business needs. Also provided repair, parts and service for their equipment as well. October 2000—September 2002 Branch Manager Y. Hata & Company, Ltd. Managed the foodservice and equipment and supply operation for the Big island branch. Responsibilities include the supervision of drivers, warehouse and office staff, and the sales team. Managed the budget for payroll,sales, operation expenses, purchasing, inventory control, and accounts payable and receivable. During my stay, we increased sales by 15% and, cut expenses by 8%while making improvements to the facility, bringing in new equipment, and improving technology. Staff changes were also done to build a team dedicated to working towards expansion. December 1998— October 2000 Assistant Produce Manager Suisan Company, Ltd. Managed the produce operations in East Hawaii for the company. Duties included the purchasing and selling of local and mainland products, supervision of employees, receiving, picking and delivery of produce products, and expansion of the markets. In the first year, we increased the business by 80% and in the second year, it was increased by 20%over that first year. We not only increased in local sales to restaurants and markets, but we expanded our business to exporting produce to Oahu, Kauai, and Canadian distributors. Worked hard to develop relationships with farmers, suppliers, vendors, and end users. August 1993— December 1998 Distributor Sales Representative Suisan Company, Ltd. Worked with customers through menu analysis, portion costing, sampling, broker and manufacturer ride-withs, and consultative selling. Customer base consisted of food establishments, retail outlets, resorts, schools, health care facilities, and various businesses. Additional duties included order taking, order entry, cold calling, daily customer visits,will calls, and issuing credits and returns. Served on the company's annual food show committee, and increased sales by an average of 7%each year. June 1990—August 1993 Warehouse Receiving and Delivery Suisan Company, Ltd. Responsibilities included the unloading and receiving of products from containers, rotation of inventory, picking and consolidation orders, loading of trucks, delivery of products, and picking and staging "will call" orders. Assisted in the delegation and supervision of operational responsibilities for the warehouse staff. August 1988—June 1990 Student Director Intramural Activities University of Hawai'i Hilo, Athletic Department Coordinated intramural activities for the students and staff at UH Hilo, Ran leagues and tournaments throughout the school year. Did outreach, officiated, and setup all events.
