RESOLUTION NO.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO OCEAN VIEW
SKATEPARK ASSOCIATION TO PURCHASE SUPPLIES AND EQUIPMENT TO
CONSTRUCT A DISC GOLF COURSE AT KAHUKU PARK.
WHEREAS, Ocean View Skatepark Association (OVSA) is a 501(c)(3) nonprofit
organization that advocates for the overall health of keiki and adults by supporting access to a
variety of physical activities for the communities in South Kona and Ka`u; and
WHEREAS, physical activity improves mental and physical health, strengthens bones
and muscles, improves motor and cognitive development in children and adolescents, and
improves sleep; and
WHEREAS, disc golf is a sport that is played much like golf, but instead of a ball and
clubs, players throw a flying disc at a target (a standing metal basket with chains) with the
objective of completing each hole in the fewest throws; and
WHEREAS, with the help of volunteers, OVSA would like to construct a nine -hole disc
golf course at Kahuku Park for the community to enjoy; and
WHEREAS, OVSA is requesting funds to purchase concrete, signs, flags, discs, baskets,
and bases for the baskets, as well as a freight charge for shipping the flags, baskets, and bases;
and
WHEREAS, the Department of Parks and Recreation supports OVSA and its continued
efforts to provide a safe place for community engagement and activities that encourage healthy
lifestyles for our island residents; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific project, event, activity, service,
materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Parks and Recreation to provide a grant to OVSA to purchase supplies and equipment to
construct a disc golf course at Kahuku Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
