A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PETFIX SPAY AND
NEUTER FOR ITS SPAY AND NEUTER CLINICS IN RURAL COUNCIL DISTRICT 1.
WHEREAS, PETFIX Spay and Neuter (PETFIX) is a 501(c)(3) nonprofit organization
whose mission is to lower the overpopulation of cats and dogs by offering free spay and neuter
clinics in rural areas across the island; and
WHEREAS, PETFIX aims to provide spay and neuter clinics within rural Council
District 1 at no cost to lower -income residents to encourage quality of life for pets and caretakers
and to further protect the environment; and
WHEREAS, PETFIX is requesting funds for veterinarian fees, surgical and cleaning
supplies, vaccines, medications, and microchips to conduct the spay and neuter clinics in rural
Council District 1; and
WHEREAS, the Department of Research and Development supports this program,
which falls within its community -building initiative to collaborate with community -based
organizations to balance economic, social, health, and environmental priorities; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District I will be appropriated to the Department of
Research and Development to provide a grant to PETFIX Spay and Neuter for its spay and
neuter clinics in rural Council District 1.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
