PERMANENTLY EXEMPT BIRTH ATTENDANTS FROM
LICENSURE
Aloha e Chair Inaba, Vice Chair Onishi and Honorable
Members of the Hawaii County Council,
My name is Kumelewaioluopaliuli Tiogangco and I am a
senior at Kamehameha Schools in Ola`a. I was born and raised
in Hilo, Hawaii, and was birthed at home in the waters of the
pool in my mom's room. This makes this topic very connected to
me and my Hawaiian heritage. Today, I want to share my strong
support for SUPPORT of Res. 26- 25 about the proposed 2025
Bill for Increased Access to Licensure and Protection of
Traditional and Customary Birth Practices.
As a proud Hawaiian, I believe it's really important to keep
our traditions alive, especially when it comes to how we
welcome new life into our families. This bill is a great step
toward making sure that our traditional birth practices are
respected and available to all families in Hawaii. It's not just

about having babies; it's about honoring our culture and giving
our keiki a strong connection to their roots from the very start.
Supporting this means that families will have more choices
about how they want to give birth, which can help them feel.
more comfortable and connected to their heritage and have safer
birth outcomes. It's important for us as a community to ensure
that our customs are recognized and protected so that future
generations can grow up knowing who they are and where they
come from.
I hope you will support this resolution that will support the
bill at the 2025 legislature . It's a chance for us to show that we
care about the well-being of our people and the importance of our
traditions. Let's work together to make sure that our culture can
thrive again!
