Also enclosed is a copy of the response which I received from Stanley Takemura from the Department of Public Works dated March 10, 2000. Based on that response, I wish to request your help in placing this item on the Agenda of the Committee on Public works and Parks. The property nn which the sign will be placed is owned by Mr. Jack B. Grccnwcll. Mr. Jack B. Greenwell has given his permission to do this. A copy of his February 10, 2000 leucr is enclosed. Mr. Daniel Yoshida, Principal of Konawaena High School, feels this sign would entrance our South Kmra area as a viable communicatlon bridge [o our community. Besides school events, they are committed to serve the wider conununity at large in the usage oCthis sign, i.e., Election dales, Public announcements by the County and/or State Icvcl, etc. 1n order to make this happen, Mr. Yoshida discussed Urc maucr with Mr. Henry Cho, Deputy Managing Director, and at Ihat time they visited the engineering division attd were advised to secure approval otvariances for Ure following County Codes: 1. They aze seeking approval to locate this sign on Jack B. Greemvcll's property, TMK: A-1-04:0 L In order to proceed they are seeking a variance from the Camty Council to install this sign in reference to Hawaii County Code Sec. 3-31(4). 2. Additionally, they arc requesting a variance to be exempt from the conditions of the Hawaii County Codc Sec. 3-32-E(3) which restricts signs [0 24 sq. (l. Konawaena High School should submit a sign vaziance request for the following: (i ) to locate the sign on a pazcel different from where the activity takes place, Hawaii County Code Sec. 3-31(4) and ( ii) to allow a sign size in excess of the allowable size limit of 24 square feet, Hawaii County Code Sec. 3-32-E(3). The request should be submitted to the Committee on Public Works and Parks. The Building Division's primary concern is that the sign be placed so as not to obstruct the sight distance of any vehicle entering the highway from the makai side of the roadway. Aside from this we have no other objections.
