Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $8,000 for the Rebuild
America program. The Department of Research and Development's Energy
Coordinator will be expending these funds to participate in on-going meetings
of the Rebuild Hawaii Consortium, an organization devoted to upgrading the
energy efficiency of buildings in the State of Hawaii through effective
collaboration by pazticipating agencies and business concerns. He will also
participate in two Western region Rebuild America Peer Exchange meetings and
one Rebuild America National Forum.
Also enclosed is a resolution to authorize the Mayor to enter into an agreement
with the U. S. Department of Energy.

A. REQUEST:
To authorize the Mayor to enter into an agreement with the State Department of
Business, Economic Development and Tourism, DBEDT, for additional services
related to the Rebuild America program of the US Department of Energy, and to
provide an amendment to the budget ordinance to appropriate an additional
$8000.00 to account number 010-1615162.95-341.
B. BACKGROUND AND nJSTIFZ ATION (T E ADDITIONAL HEETS AS NEEDED):
The objective of the Rebuild America (RA) program of the US Department of Energy is to
implement cost effective energy efficiency measures within the inventory of commercial
and multifamily buildings across the country, The County of Hawaii was an early
partiapant in this national program having formally become a Rebuild America partner in
December 1996. Nationally there are currently some 300 partnerships involved in the
Rebuild America program.
The grant of $8,000.00 will be used to fund particpation of the Hawaii County Energy
Coordinator in on-going meetings of the Rebuild Hawaii Consortium, an organization
devoted to upgrading the energy efficiency of buildings in the state of Hawaii through -
effedive collaboration by participating agenaes and business concerns. Also to fund
participation in two Western Region Rebuild America Peer Exchange meetings and one
Rebuild America National Forum within the lenn of the agreement with DBEDT which
goes to July 31, 2001.
