Re: Provide Funds to Various Nonprofit Organizations to Provide Programs Addressing
Housing and Homelessness
On March 23, 2022, Ordinance 22-26 was adopted, which appropriates seventy-five percent of
tier two property tax revenues to County -sponsored programs designed to address housing and
homelessness. Utilizing this funding, the Office of Housing and Community Development
(OHCD) wishes to provide $10,500,000 in grants to various 501(c)3 nonprofit organizations in
accordance with Hawaii County Code (2016 Edition as amended) Chapter 2, Article 25. These
grants will be used to provide programs addressing housing and homelessness.
Enclosed is a resolution authorizing the OHCD to provide $10,500,000 to these organizations,
pursuant to Hawaii County Code (2016 Edition as amended) Chapter 2, Article 25, Section 2-
139(a)(3)(A).

A. REQUEST:
Pursuant to Chapter 2, Article 25, Section 2-139(a)(3), requesting a resolution identifying the award of grants
to non-profit organizations in amounts more than $25,000. Please see attached Exhibit A for the list of
organizations, project name and amount of award.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On March 23, 2022, the County of Hawaii passed Ordinance 22-26, which appropriates seventy-five percent
(75%, . ) of tier two property tax revenues for the next five fiscal years towards addressing homelessness and
housing.
On August 16, 2024, the Office of Housing and Community Development (OHCD), published a Request for
Proposal for the Homelessness and Housing Support Grants. The intent of the grant program was to solicit
organizational capacity that will assist the County with carrying out initiatives and programs incorporating the
priorities within the Strategic Roadmap for Homelessness and Housing dated September 1, 2022.
The OHCD finds that the appropriation of the Homelessness and Housing Fund constitutes a public purpose.
