The 2025 Homelessness and Housing Fund ("HHF")-Request for Proposals ("RFP") was released on August 14, 2024. Proposal submissions were due September 16, 2024, via the online Neighborly platform. HHF proposal submissions were reviewed for completeness and compliance through a Pre -Screening process conducted -by an OHCD Program Manager. A five - member review committee, approved by the Finance Director, represented various County departments including the Office of Housing, Parks and Recreation, and the Mayor's Office. Committee members scored the applications individually, without discussion among themselves or with the applicants. They used a scoring rubric to assess the applications, which is publicly available in the RFP and on the HHF website. The scores were averaged and ranked. Awardees were selected beginning with the highest -ranked applications until all $10.5 million in HHF funding was allocated. The top 15 ranked projects were selected as the recommended Awardees, identified in Exhibit A. This list was approved by the former Housing Administrator and the former Mayor by mid - November 2024.
