Re: Resolution for multi -year agreement

Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi -year agreement to implement electronic citations in Hawaii County. This five-year
agreement will consist of electronic citation licenses, associated equipment and maintenance to
implement the program, which is a modern solution designed to streamline the process of issuing
citations, offering increased efficiency and potential cost savings. The estimated cost is
$249,334 for the first year and $241,614.63 for years two through five.

A. REQUEST:
The department intends to enter into a multi -year agreement, with the vendor to be determined, for a
five-year term, encompassing 350 electronic citation licenses, associated equipment, and maintenance
for the issuance of electronic citations in Hawai'i County.
The estimated cost for the first year is $249,334.00, with an anticipated annual cost of $241,614.63 for
years two through five. All associated expenses will be funded through the Highway Funds.

Electronic citations are a modern solution designed to streamline the process of issuing citations
electronically, replacing traditional paper -based systems. Electronic Citations offer several potential cost
efficiencies over traditional paper -based systems:
• Reduced Paper and Printing Costs: Elimination or reduction of paper usage and printing costs
associated with paper citations.
• Efficiency Gains: Streamlined processes lead to reduced administrative time and effort per
citation issued.
• Accuracy and Data Integrity: Improved accuracy in data capture and reduced errors compared to
manual data entry.
