The County of Hawaii has been awarded $1,000,000 from the United States Department of
Homeland Security, Cybersecurity and Infrastructure Security Agency. These funds will be used
towards the Rural Emergency Medical Communications Demonstration Project, which focuses
on enhancing lifeline capabilities in rural communities.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $1,000,000 grant.

A. REQUEST:
Requesting approval for an appropriations bill to accept grant funds in the amount of $1,000,000.00 from the
U.S. Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency for the
Rural Emergency Medical Communications Demonstration Project grant. Request for both new Expense
Account No. and Revenue Account No.
B. BACKGROUND AND JUSTIFICATION {USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii, Civil Defense Agency was awarded a $1 million Rural Emergency Medical
Communications Demontration Project Grant. This grant targets enhancing lifeline capability in rural
communities on Hawaii Island. This grant provides funding to develop community -based emergency
communications, enhancing community -based first aid and other medical compotencies, training residents in
first aid, AED use, in performing CPR, in the use of amateur radio communications, and other skill sets to
enhance response capability in rural communities across Hawaii Island. This grant provides funding to drill,
practice, or exercise community volunteers, equipment, and response systems. The result of successfully
completing this project will be an increase of well -trained resident volunteers that are able to better cope with
disasters and the continued build out of a robust community -based communications plan. This is a co -project
with the State of Hawaii Department of Health, Hawaii Island Office, with Vibrant Hawaii, the County of
Hawaii through Hawaii county Civil Defense Agency, the County of Hawaii Community Emergency Response
Team (CERT) Program, and the County of Hawaii Citizen Corps Program. The performance period for this
grant ends September 29, 2026,
