Goals: The fiscal year (FY) 2020 Homeland Security Grant
Program (HSGP) was pivotal in implementing the
National Preparedness System (NPS) by supporting
the building, sustaining, and delivery of core
capabilities essential to achieving the National
Preparedness Goal (NPG). This grant enhances the
capability of state and county agencies to prevent,
protect, and respond to incidents of terrorism, but
also supports all threats and hazards within the
context of terrorism. The HSGP supports all core
capabilities across the Prevention, Mitigation,
Response, and Recovery mission areas.
Objectives:
• Hilo Emergency Operations Center Expansion Project.
• Installation of Fiber to Hawaii Police Department
Server.

Outcomes or Results:
Hawaii Police Department - Network Security
Monitoring.
West Hawaii Emergency Operations Center Project.
The following are accomplishments/improvements
through this project:
1) Optimize the effective use and space of
Hawaii County Hilo Emergency Operations
Center (Hilo EOC) - added approximately
1,000 square footage, providing additional
office space, a conference room, and new air
conditioning unit with added power upgrade
along with a separate male and female bunk
area to be utilized during times of emergency
activation.
2) Added fiber to the Hawaii County Police
Department which allows not only Police
Dispatch, but Fire Dispatch the ability to
communicate to critical Public Safety servers
at speeds 10 times the current capability. It
also replaced legacy equipment that is well
beyond the useful end of life and support.
Failure of that aging equipment could have
resulted in immediate loss of communications
to the Public Safety systems, potentially
impacting the rapid response of Police and
Fire support to potentially life -threatening
situations.
3) Cyber security monitoring installed CIS
Recommended Dell PowerEdge R640 rack
server in core server rack, and a Gigamon
network tap near the internet demarcation.
4) The Civil Defense Agency is currently in the
process of establishing an EOC in West Hawaii.
The all -in -one printer will be utilized in the West
Hawaii EOC. The metal storage unit will be
utilized to store our EOC equipment in the West
Hawaii Center to ensure full security and
readiness of emergency management
equipment. Having 2 EOC locations readily
available to stand up in the event of an
emergency ensures that the County is well
prepared to accomplish all mission areas.

Comments/Instructions
The FY 2020 Homeland Security Grant Program (HSGP) period of performance ended on
August 31, 2024. The funds have been adjusted to include all additions and reductions to the initial
award. All financial and programmatic reporting requirements for this grant have been met and the
official file has been placed on inactive status.
The County of Hawaii, Hawaii County Civil Defense Agency is reminded that all property is required to
be accounted for in accordance with the County of Hawaii, Hawaii County Civil Defense Agency
property control procedures. Inventory records must be maintained by the sub recipient. Equipment
lost, destroyed, or no longer required must be reported to the Hawaii Department of Law
Enforcement, Office of Homeland Security with copies of inventory disposition documentation.
A copy of all closeout documents should be retained for at least three years from the closeout of the
grant.
