I, Gerald DeMello, Director of University Relations at the University of Hawaii at
Hilo, support construction of the Mohouli Street extension as presently configured. This
issue has been approved as part of the County General Plan since the 1950's, as part of
a necessary network of access expansion in the Kaumana area.
Although there has been some concern from the public regarding the use of
Nowelo Street as a through street to provide access from Komohana to Lanikaula, the
University of Hawaii does not encourage this. The roadway has been constructed for
school usage and because it runs directly below the dorms, for liability purposes, we do
not encourage the roadway as a public thoroughfare.
The general design of the roadway network on the University campus also does
not provide any connection between Nowelo Street and Kawili Street. The current
construction plans show a new 17.2 million classroom building with a pedestrian plaza
connected to our existing Campus Center between Nowelo Street and Kawili Street,
which will also be used as a service roadway.
