Re: Comm. No. 70/Bill No. 14
Your Committee on Finance, to which was referred Bill No. 14, reports as follows:
Bill No. 14, transmitted by Finance Director Diane Nakagawa via Communication
No. 70, dated December 18, 2024, amends Ordinance No. 24-32, as amended, the Operating Budget
for the County of Hawaii for the fiscal year ending June 30, 2025.
This bill increases revenues in the Federal Grants — Housing Trust Fund Grant account ($137,592);
and appropriates the same to the Housing Trust Fund Projects account ($130,351) and Housing Trust
Fund Administration account ($7,241), for a total appropriation of $2,987,592. Funds would be used
to produce affordable housing through the acquisition, new construction, reconstruction, and/or
rehabilitation of non -luxury housing with suitable amenities.
Housing Administrator Kehaulani Costa provided background on this measure.
Committee Member Jenn Kagiwada asked what these funds would be used for. Ms. Costa stated that
the additional amount will be added to an existing account.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 14, and recommends
its passage on first reading.
