No. 45 PLACE: Council Chambers Hilo, Hawaii TIME: 9:01 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Governmental Operations and External Affairs, to which was referred Communication No. 45, reports as follows: Communication No. 45, transmitted by Mayor C. Kimo Alameda, dated December 9, 2024, requests the Council's review and confirmation of Corey K. Stone as Director of Information Technology. Mayor Alameda was present in the Hilo Chambers to introduce Mr. Stone, who was also present in the Hilo Chambers, to the Committee. Committee Members asked various questions including priorities for the department and for more information around cybersecurity protocols. Mr. Stone stated that his top three priorities were to connect and provide public Wi-Fi access at gyms and parks, make the network better prepared for anything that may be coming our way, and make sure departments that need assistance from his department receive it. Regarding security measures, Mr. Stone mentioned that getting all departments on the County fiber network will protect us better from outside hacking. Mr. Stone also mentioned that his goals include improving the County website and reaching out to the community to see what else can be done to improve public access. He also wants to figure out a way to offer technology skills training to County staff and eventually to the public. Committee Member Ashley Kierkiewicz mentioned an app that was created by the prior Administration and wanted to highlight that and encourage its use in the future by the new Administration. Committee Member Matt Kdneali`i-Kleinfelder asked if there was a deputy director for this department. Mr. Stone responded that there is no deputy director, but that he was hoping that might change in the future. Committee Chair Jenn Kagiwada asked for Mr. Stone to expand upon his managerial experience, as the County Charter requires at least three years of administrative and managerial capacity in a technology environment comparable to that of the County's system. GOEAC Report No. I GOEAC-1 Page 2 January 7, 2025 Mr. Stone explained his past employment at the credit union and his long-term experience as a senior analyst for the County. Mr. Stone said that as a manager he applies a varied approach to managerial responsibilities including relying on his team, delegating appropriately, and being hands on. Pursuant to Article VI, Chapter 4, Section 6-4.2 of the Hawaii County Charter, the Director of Information Technology is appointed by the Mayor and confirmed by the Council. Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of Communication No. 45, and recommends confirmation of the appointment of Corey K.
