Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 51, reports as follows:
Communication No. 51, transmitted by Mayor C. Kimo Alameda, dated December 10, 2024,
requests the Council's review and confirmation of Diane Nakagawa as Director of Finance.
Mayor Alameda was present in the Hilo Chambers to introduce Ms. Nakagawa, who was also
present in the Hilo Chambers, to the Committee.
Ms. Nakagawa shared her top three priorities for improvement within the Department of
Finance: strengthening technology and training, improving the budget process (including
awareness and engagement with the community), and planning for long-term financial stability.
Multiple Committee Members present spoke in strong favor of the appointment.
Pursuant to Article VI, Chapter 6, Section 6-6.2 of the Hawaii County Charter, the Director of
Finance is appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 51, and recommends confirmation of the appointment of
Diane Nakagawa as Director of Finance.
