Treasurer's Report CM Waters: • The balance in the primary HSAC account: $108,526.11 • The balance in the HSAC conference account: $255, 017.43 • Total deposit account balances: $363, 596.54 Almost ready to close the books on the converse account. One more outstanding thing is the reimbursement from NACO for their hotel room. Motion to accept report for audit. Approved. b. County Reports: i. County of Hawaii - CMKimball: stand by our written report. ii. County of Kauai - CMCarvalho: we submit our written report as well. Additionally we have discussed confirmation for the HSAC package and it has passed. iii. County of Maui - CM Paltin: stand by our written report. Tomorrow we hope to discuss the HSAC package at our council meeting. iv. City and County of Honolulu - CM Waters: we passed the HSAC package last week. Wanted to share Bill 46 moving through the whole city council - empty homes tax. So if you leave your home empty you are charged more. NACo Report KipuKai Kuali`i: There's full funding opportunities and Federal grants that are coming up: • the continuum of care: deadline November 21st • Americorps: deadline January 23-25 • USDA Rural business development grant: deadline February • Other resources, and of course go to always go to the www.NACO.em • Winter board meeting: Dec 4-7 It's a county crossroads, symposium, mobile journey, exploring the county landscape. They're having 5 different mobile workshops over the course of 3 days. The workshops will cover disaster management, managing water resources, conserving natural landscapes, safeguarding agriculture and heritage, and promoting sustainable ways of development. • Legislative Conference: March 1-4 • WIR Conference: Rapid City, South Dakota in May • WIR Summer Conference: Philadelphia, July CM Paltin: The NACo President is appointing me to some disaster task force, mostly virtual with 3 in person meetings, probably in DC or something. To advise the Feds on disaster response. d. WIR Report Shane Sinenci: The NACo President also put me on the Energy committee. Maui WIR 2026 still in planning. Executive Director Report Nahelani Parsons: I submitted my report. Additionally as part of outreach I'm putting together a packet to mail to every council member with materials from NACO and an introduction letter about what HSAC is. Follow up with an email newsletter and then additionally an offer to meet in person on behalf of HSAC. f. Legislative Report Nahelani Parsons: President Kimball and I met with Senator Chang about the Housing bill that's in the HSAC legislative package, which was really helpful. We also met with Finance Chair Representative Kyle Yamashita. Motion to accept reports. Approved. UNFINISHED BUSINESS a. Review and approval of the following documents from Carbonaro CPAs & Management Group: i. Document retention and destruction policy. 6. NEW BUSINESS a. Review and approval to allocate funds for bookkeeping services to assist with the Quickbooks reconciliations in preparation for the audit. i. Making a budget adjustment to move $2500 allocated under HSAC ED travel to the EC Auditing/Professional Services line item. $3000 remains in the HSAC ED travel line unspent for the NCCAE annual conference in October of 2024. See attached for draft agreement from the accountant. Motion approved. b. Review and approval for $500 for Nahelani Parsons, Executive Director to participate in the Professional Development Academy Al Leadership Academy. i. These funds will be taken from the HSAC ED Travel line item in the budget which has $3000 unused budget from the NCCAE annual conference that was not attended in 2024. $2500 to be used for bookkeeping and $500 remain for the Al Leadership Academy. See attached for information on the program. Motion approved. c. Review of the email from the Office of Information Practices (OIP) stating that HSAC is not subject to sunshine law, Chapter 92. d. Amending the HSAC Bylaws to read as follows: SECTION 15. The corporation is not a "board" under Chapter 92, Hawai`i Revised Statutes (HRS), having been created by other than the "constitution, statute, rule, or executive order." , in the eonduet of its November 14, 2024, ]H[SAC ]Executive Committee Meeting Agenda Page 1 5 Motion approved. 7.
