In the current Budget Ordinance 24-32, $1,400,000 is appropriated in the Office of Housing and
Community Development's Housing Choice Emergency Housing Voucher Program account.
Additional federal funds in the amount of $250,000 are being provided by the United States
Department of Housing and Urban Development (HUD) to be used towards housing assistance
payment costs for the Emergency Housing Voucher Program.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Office of Housing and Community Development's Housing Choice
Emergency Housing Voucher Program account, bringing the total appropriation to $1,650,000.

A. REQUEST:
Amend Ordinance 24-32 by appropriating the following:
The Office of Housing and Community Development is requesting the appropriation of $250,000 to the
Emergency Housing Voucher (EHV) Program (Account Number 152.3310.20). This amount represents what
is needed to cover June 2025 EHV Housing Assistance Payments (HAP). Funding from the US Department.
of Housing and Urban Development (HUD) to be used for Housing Assistance Payment subsidies, and is to
cover the expenditures account number 152.461.5466.69.371, Voucher rental subsidies.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Housing Assistance Payment (HAP) expense report was ran and reviewed for the various housing programs.
Based on our PHAs review, we don't have sufficient funds appropriated to cover June 2025 EHV HAP
payments. Appropriating $250,000 for Emergency Housing Voucher (EHV) rental subsidies for the Hawai'i
County Section 8 program ensures the EHV participant landlords will receive the monthly rental subsidies
continuously,
