Your Committee on Finance, to which was referred Resolution No. 57-25, reports as follows:
Resolution No. 57-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 85, dated January 2, 2025, authorizes the Mayor to enter into a multi -year agreement to
implement electronic citations in Hawaii County.
This resolution authorizes the Mayor to enter into a five-year agreement with an estimated cost of
$249,334 for the first year and $241,614.63 for years two through five to implement an electronic
citation program.
Traffic Safety Coordinator Torey Keltner attended via Zoom and provided an overview of the
program.
Committee Member Rebecca Villegas requested additional clarification on the electronic citation
program. Mr. Keltner stated that electronic citations would replace the handwritten citation process
officers use now and that this process would be more efficient.
Committee Member Dennis "Fresh" Onishi asked if this program was being utilized in other counties.
Mr. Keltner replied that Maui County has been using this program for about five years and has had
success.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 57-25, and
recommends its adoption.
