Re: Comm. No. 87/Res. No. 59-25
Your Committee on Finance, to which was referred Resolution No. 59-25, reports as follows:
Resolution No. 59-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 87, dated January 2, 2025, authorizes the Mayor to enter into an agreement with the United
States Department of Housing and Urban Development.
This resolution allows for the receipt of $3,600,000 of federally -derived funds to support the
assessment, design, repairs, and renovation costs of the old Hilo Hospital, located at 34 Rainbow
Drive in South Hilo.
Housing Administrator Kehaulani Costa was present in chambers for questions and provided an
overview on this measure.
Concerns were raised about this project and the current state of the old Hilo Hospital. Committee
Member Heather Kimball spoke in opposition of this project, stating she believed these funds could best
be used to help with other projects that don't need such extensive repairs and renovation. Ms. Costa
commented that she understands the Council's concerns, adding that the project was a product of the
prior administration and will continue the project due to the funding received for it.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 59-25, and
recommends its adoption.
