Re: Comm. No. 88/Res. No. 60-25
Your Committee on Finance, to which was referred Resolution No. 60-25, reports as follows:
Resolution No. 60-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 88, dated January 2, 2025, authorizes the Mayor to enter into an agreement with the United
States Department of Homeland Security, pursuant to Hawaii Revised Statutes Section 46-7, for a
grant to the Hawaii County Civil Defense Agency.
This resolution allows for the receipt of $1,000,000 of federally -derived funds to be used towards the
Rural Emergency Medical Communications Demonstration Project, which focuses on enhancing
lifeline capabilities in rural communities.
Civil Defense Administrator Talmadge Magno appeared in chambers to provide an overview on this
measure.
Committee Members Holeka Inaba and Ashley Kierkiewicz commented in support and asked that
Mr. Magno and his department provide the Council with details on when these demonstrations will be
held so the Council can provide that to the community. Committee Member Dennis "Fresh" Onishi
asked that the department account for potential equipment maintenance in this project's budget.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County, an agreement and related documents with the United States
Department of Homeland Security, Cybersecurity and Infrastructure Security Agency for funding as
described above.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 60-25, and
recommends its adoption.
