who are concerned about the negative impacts unregulated paid parking is having on local
businesses, residents, visitors and employees.

BUSINUSES
Section 6-40 DEFINITION
"Paid Parkingmeans any private plot of land designed oi
designated to park motor vehicles for a fee.
Section 6-41 LICENSE REQUIRED
It shall be unlawful for any persons to maintain a Paid Parking Lot
within the County, unless said person(s) first obtains a license.
Section 6-42 SIG NAGE
Signs posted in all Paid Parking Lots shall conform to the provisions of
Flawaii County Code, Chapter 3 4isigns.91)
Section 6-43 PARKING FEES
Operators of Paid Parking Lots shall be required to clearly post all
hourly parking fees.
Section 6-44 PARKING FEES CAPPED
Within the Kailua Kona Village Enterprise Zone, bordered by AM
Drive, Kuakini Highway, Palani Road, and Lunapule parking fees will not
exceed $XX per hour.
Section 6-45 TOWING
Operators of Paid Parking Lots will be required to clearly post towing
penalties and tow operator's contact information on their signs per Hawaii
Revised Statute 290-11.
Section 646 PARKING FOR PERSONS WITH DISABIELITIES
Operators of Paid Parking Lots will comply with Hawaii
Administrative Rules, Title 11, Department of Health, Chapter 219, "Parking
for Persons with Disabilities."
Section 6-47 SMART PARK PROGRAM
Operators of Paid Parking Lots will work with businesses and
community stakeholders within the Kailua Kona Village Enterprise Zone to

1. ORDINANCE TO CAP PARKING RATES FOR AU OF KONA TOWN- Create a model
ordinance that could be passed in other business district to prevent predatory parking
practices from spreading across the island.
2. SPECIAL TAX- Incentivizing reasonable parking rates and penalizing predatory rates by a
imposing a high tax rate on parking rates that exceeed
3. KAMA'AINA PARKING PASS -
a. Locals could purchase a yearly parking pass from a government office by showing
any kind of proof of residence - driver's license, utility bill, etc. for under $100.
b. Bumper sticker pass allows 3 hours of free parking.
c. Funds raised from selling the pass are allocated to the Parking Companies on some
kind of formula basis (perhaps based on how many spots they control out of the
total available parking spaces in the downtown area, or some other reasonable
allocation method).
4. COUNTY TO INCREASE MANAGEMENT AND EXPLAND THE USE OF EXISTING LOTS
a, Impose a 3-4 hour parking limit for the "Triangle Lot" and street parking in business
district. Ticket cars that exceed the allotted amount, tow cars that stay past
midnight.
b. Utilize large county owned parking lot adjacent to King Kamehameha Hotel to
provide free longer term parking.
5. FREE PARKING AND SHUTTLE SERVICE FOR DOWNTOWN EMPLOYEES/ PUBLIC:
a. Provide County sponsored free shuttle service along AM Drive to support
downtown businesses for employees and possibly the public.
b. To be effective, service would need to run at least every 20 minutes from lot behini
King Kam to the bottom of Walua Rd.
c. Goal would be to reduce the number of downtown parking spaces taken up by
downtown employees and long term parking.
