COMMUNI- The Acting Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 35: QUARTERLY AFFORDABLE HOUSING REPORT: JULY 1 — SEPTEMBER 30 2024 From the Office of Housing and Community Development, dated November 27, 2024, transmitting the above report pursuant to Section 11-19 of the Hawaii County Code. Motion to Close File: Ms. Kierkiewicz moved to close file on Comm. 35. Seconded by Mr. Inaba. CHR. GALIMBA: We have Administrator Costa here to give us a brief presentation. CRCOC-1 January 7,2025 (Note: At this time, Housing Administrator Kehaulani Costa came forward to address the members of the Committee.) MS. COSTA: Hello again. Kehau Costa, Housing Administrator. This is a quarterly report for the period of July I't through September 30 th in accordance with Chapter 11. And this is part of our mandatory reporting. There are just a few reports on here. There are a few reportable items regarding excess affordable housing credits, summary of current affordable housing inventory, and reportable accounting of significant actions taken under the authority of Chapter 11. So, you can see in the communication that we submitted, there were 10 completed construction projects with HICDC (Hawai'l Island Community Development Corporation) Self-Help Housing in Ainaloa, and one finished that sold in Kukuinui, which is in Palisades. And those were the only two items on the report. There are no other Exhibits I through 3 from the last quarter. And if you have questions, that probably would be best. CHR. GALIMBA: Members, any questions or comments? Council Member Inaba. MR. INABA: Thank you, Chair Galimba. Administrator, I just wanted to, you know, say that as you take the reins of the office, you know, if we want to retool the way we present, let's work together to do that. This has been working, but if there's a better way, we're open to discussions to make it even better. Thank you. MS. COSTA: Okay. CHR. GALIMBA: Council Member Kagiwada. MS. KAGIWADA: Thank you. I'm just trying to understand where those—you highlighted the two changes I think you said. Which one's are those under? MS. COSTA: So, in the communication or the report, Item Number 3, Significant Actions. There are 10 for sale units developed and sold. And those were in Ainaloa, and those were part of HICDC's Self-Help Housing Program. And then the finished lot constructed and sold, one. MS. KAGIWADA: Yeah. MS. COSTA: And that was in Kona, Kukuinui. MS. KAGIWADA: Okay. So, these are not on any of the charts that are provided attached,because these are not—those are rental units. Is that my understanding; and these are for sale units? Page 2 CRCOC-1 January 7,2025 MS. COSTA: Right. So, there are some additional exhibits in this report that you have asked for that I don't believe that they're necessarily part of the quarterly report,but they're in addition to that Council has asked for in the past, and those are the affordable housing inventory by type. And the permanent supportive housing, if I'm correct— MS. KAGIWADA: Right. So, there's no changes in those? MS. COSTA: There's no changes in those. Yeah. MS. KAGIWADA: Okay. That's what I was trying to get at. So, those don't have changes,just the things that were noted on the report in Number 3. Okay. I appreciate that. And yeah, we will keep going forward. KANEALI'l-KLEINFELDER: Just wanted to say thank you for being here and staying until 6:00 p.m. and being the last department standing today. MS. COSTA: Thank you. MR. KANEALI'l-KLEINFELDER: I appreciate that. MS. COSTA: It's a great first meetings today. MR. KANEALI'l-KLEINFELDER: Good. First meetings. Well done. MS. COSTA: So, thank you. Big stuff. Yeah. Thank you. MR. KANEALI'l-KLEINFELDER: Thank you. CHR. GALIMBA: Thank you. And I'm glad to see, although they're still small numbers, I'm still glad to see some numbers there. That's some progress. MS. COSTA: One at a time. CHR. GALIMBA: Yes. MS. COSTA: You know, that's really what we're going to have to do with housing moving forward. The big projects are getting way more expensive. The funding is getting much more competitive. And so, what we can do on little projects, little by little, that's what we've got to do. Yeah. Page 3 CRCOC-1 January 7,2025 CHR. GALIMBA: Thank you. Motion to Close File: Ms.Kagiwada moved to close file on Comm. 36. Seconded by Mr. Inaba. CHR. GALIMBA: Council Member Kagiwada. MS. KAGIWADA: Thank you so much. Motion to postpone to February 4th We just kind of ran out of steam. Our presenter said he was okay with moving it to the next Hilo meeting. So, asking to move this to the February 4th meeting. Vote on Motion Ms. Kagiwada moved to postpone Comm. 36 to to Postpone: February 4, 2025. Benner, dated November 25, 2024, transmitting the above audit report, pursuant to Section 3-18(d)(2) of the Hawaii County Charter. Motion to Close File: Ms. Kierkiewicz moved to close file on Comm. 37. Seconded by Mr. Inaba. CHR. GALIMBA: It's my understanding that although we have former Director Steve Pause here, the current Director, Hugh Ono, was not able to stay. There's been a request to postpone this item to the January 21St committee meeting. Could I get a motion? Vote on Motion Mr. Inaba moved to postpone Comm. 37 to to Postpone: January 21, 2025.
