Position Statement: Medical Use of Marijuana
Originally adopted 11 Feb 99
Background
Marijuana is currently designated as a Schedule I drug (without accepted medical use) in
the United States. On-going non-medical, social. and illegal use of marijuana has
influenced decisions about alloy;ing marijuana for medical purposes. The "VVar on
Drugs" has restricted access to many substances. including marijuana. and has
criminalized the behaviors of individuals who use marijuana to allay physical
symptoms. Although 9-tetrahy_ drocannibinol (delta 9-THC), the active ingredient in
marijuana, is akailable in the form ofMarinol, a prescriptive medication, rian.\ patients
complain that it is too strong or has difficult side effects. The absence of legal access to
marijuana and to marijuana butt er's clubs has potential harmful consequences, including
individual risks for consuming marijuana of unknown quality and criminal prosecution.
Anecdotal evidence on the efficacy of marijuana for individuals suffering from cancer or
HIS'.AIDS-related nausea and vomiting v,hen other medications have been ineffective
abounds within these communities. As of November 3. 1998, four states h'-ve passed
laws to decriminalize or otherN ise relax restrictions on the medical use of marijuana:
California, Arizona. Oregon. and Washington.

Recommendations
Research into the medical usefulness of marijuana as a therapeutic inter-~ntion for a
Variety of symptoms associated with HI` .AIDS, cancer, and other diseases should be
encouraged and funded through appropriate federal channels.
Health care providers should not be threatened, penalized, or otherwise intimidated for
discussion and.'or recommending the medical use of marijuana.
Individuals should not be prosecutacl for individual medical use of marijuana.

Additional Information
Many individuals suffering from glaucoma and cancer or HIV AIDS-related nausea and
vomiting have reported that marijuana helps them when other medications have been
ineffectiV'..
As of November 3, 1998, four states have passed laves to decriminalize or otherwise
relax restrictions on the medical use of marijuana: California, Arizona. Orep-on. and
WashinVon.
Studies on the use of marijuana in HIV disease are in progress at the L ni` ersity of
California, San Francisco.
