WESLEY SEGAWA AS DIRECTOR OF ENVIRONMENTAL MANAGEMENT
Chair Inaba and Councilmembers,
After hearing testimony from Wesley Segawa on the January 22 Council Communication 46, I do not
believe he meets county needs. He did not show the "capability for appreciating and managing the
complex factors required for solid waste and wastewater on this island," as my earlier testimony
implored.
His responses at the Council meeting were vague and uninformed. I'm less concerned about the conflict
of interest issue - which is easily resolved - but more anxious hearing his casual "burn, bury or barge"
[waste] and current recycling perceptions and his lack of awareness of the extensive wastewater master
plan work the department and its contractor Carollo have already fleshed out. Furthermore, as you know
well, the county is stuck with exorbitantly costly waste and wastewater management contracts
negotiated by well-meaning, but inexpert, past administrators.
recommend the Council request the mayor to appoint a more knowledgeable Director of Environmental
Management.
