Enclosed is a resolution to enter into agreements with three state and federal entities (either with
or without funds being included) to ensure the Police Department's ability to continue to
cooperatively engage in ongoing and/or new agreements that facilitate their ability to serve and
protect the County of Hawaii by collective collaboration to keep our community safe.

A. REQUEST:
A Resolution authorizing the Mayor to enter into an intergovernmental agreement with Federal and State
Partners of the Hawai'i Police Department as listed in the Index of Agreements (attached hereto as Exhibit
All).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Hawai'i Revised Statutes, Section 46.7, requires Council approval to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish,
expend, and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers. The Hawai'i Police Department (HPD) partners with various federal and state
entities to ensure HPD's ability to continue to cooperatively engage in ongoing and/or new agreements that
facilitate HPD's ability to serve and protect the County of Hawai'i by collective collaboration to keep our
community safe, account for crime statistics and information with outside agencies, and other required
collaboration with State and Federal agencies. HPD desires the ability to enter into these three Agreements
as listed in the Index of Agreements (attached hereto as Exhibit "A"), that will facilitate HPD's ability to serve
and protect the County of Hawai'i through cooperative collaboration to keep our community safe, provide for
the exchange of necessary information with outside agencies, and other required partnerships with its State
and Federal partners.
