GOEAC-2; Letter of Support: Appointment of Wesley Segawa
as Director of Environmental Management
I am the President of William L. Moore Planning, Inc. which has been providing land use consulting
services since 1991. Prior to starting my consulting practice, I worked for the Hawaii County Planning
Department and the Office of Housing and Community Development. I have also served as the Executive
Assistant to the Chair of the Department of Hawaiian Home lands.
I am writing in strong support of Wesley Segawa, as Director of the Department of Environmental
Management. I have known Mr. Segawa both personally and professionally almost my entire life.
Mr. Segawa is highly qualified to lead this Department. He has a vast experience in project management
which will serve him well in addressing the required improvements to the various wastewater systems on
the island. In this regard he knows how to design projects and manage their construction, in order to stay
on budget and more importantly, on schedule.
More importantly, Mr. Segawa is open-minded and reasonable and will address the issues facing the
Department in a fair and balanced manner. Having grown up on the island, he is extremely knowledgeable
of the land and the residents and how to deal with both the issues and personalities. If confirmed, he will
serve us well.
