Subject: Testimony Opposing the Nomination of Wesley R. Segawa as Director of
Environmental Management
Aloha,
am writing as an scientist, environmentalist and concerned community member to express my strong
opposition to the nomination of Wesley R. Segawa as the Director of Environmental Management for
Hawaii County.
Mr. Segawa's extensive background in civil engineering and construction management does not
sufficiently align with the requirements of this critical position. The Department of Environmental
Management demands leadership with robust expertise in environmental protection, sustainability, and
wastewater management —areas where Mr. Segawa's experience appears limited. His lack of direct
environmental advocacy or policy background raises serious concerns about his ability to prioritize
sustainability and address the county's environmental challenges effectively.
Furthermore, the potential conflict of interest stemming from his firm's existing contracts with the
county cannot be ignored. For example, Wesley R. Segawa and Associates was recently awarded a $4.4
million contract for managing the reconstruction of roads affected by lava inundation. How can the
public trust Mr. Segawa to make unbiased decisions when his firm is actively engaged in multimillion -
dollar county projects?
This appointment risks compromising the integrity of the Department of Environmental Management. We
need a leader with a demonstrated commitment to environmental stewardship and a track record of
advocating for sustainable practices —not someone with ties to infrastructure contracts that could
create a conflict of interest.
For these reasons, 1 urge the council to reject this nomination and seek a candidate whose
qualifications, experience, and dedication align with the pressing environmental needs of Hawaii
County.
