As a concerned resident and advocate, I believe this fund is not only a lifeline for those in need but also an essential component in the long-term effort to reduce homelessness in our community. Homelessness is not an issue that can be resolved overnight. In Hawaii, the challenges are particularly complex, given the severe lack of shelters, affordable housing, and the high cost of living. These factors make it increasingly difficult for those already at risk to find stability. However, the programs funded by the Homeless and Housing Fund offer hope and a path forward for individuals and families who are struggling to find housing and essential services. From emergency shelter and housing assistance to case management, health supports, these programs are vital in helping people transition from homelessness to self-sufficiency. The progress made in addressing homelessness thus -far has been encouraging, but without continued funding, the strides made could be undone. Without these resources, the most vulnerable members of our community would be left without the critical support they need. Moreover, the dedicated staff who provide these services, many of whom are already overburdened, could face layoffs or job insecurity, further weakening the ability to meet the needs of those who rely on these programs. The Homeless and Housing Fund is not just an investment in services —it is an investment in people. It is an investment in the future of our community, where everyone, regardless of their circumstances, has the opportunity to live with dignity and security. I urge you to support this fund and ensure that progress in combating homelessness is not lost. Thankyou foryour attention to this critical issue, and for your continued leadership in addressing the needs of the most vulnerabte members of our community. Sincerely, Tiana Kapumau Pahoa, Hawaii 96778 808-498-9714 CmXo Mm a. d:.+
